Civil Defense
These undated plates were issued during the Cold War era. Plates were issued by the State Office of Civil Defense, today known as the Pennsylvania Emergency Management Agency or PEMA, and were distributed by PA's 67 counties. Plates were front mounted on vehicles, and were given to people who had a role in civil defense. The first part of the plate number represents the county code, the second part is the plate serial number, all are undated. It has been suggested that not all counties issued these plates.
