Eric Conner points out that no “Governor” or #1 plates with the later bases (Friend, Keystone, WWW.STATE.PA.US, visitPA.com) have surfaced. It is believed that numbers and 1 and 2 were no longer reserved for the Governor and Lt. Governor after the 1977 base.
