The original plan was to use metal tabs for revalidation but by the time adhesive paper stickers were decided on, a batch of plates had already been made with the tab slot. "PA0000" stickers signify first sticker for that plate number. Early "R" class plates have sans serif "R", see "R88-98E" to the right.
